1.1. The website billblend.io is operated by Fin&Pay Partners OÜ, registry code 16757225, registered address Juhkentali tn 8, Kesklinna linnaosa, Tallinn, Harju maakond, 10132, Estonia ("we", "us"). BillBlend is a trading brand of that company.
1.2. Some cookies are set by us. Others are set by third parties whose services are embedded in the website, such as analytics, chat and advertising providers. Those third parties process the data they collect for their own purposes and under their own policies; the Annex identifies them.
2.1. A cookie is a small file stored on your device by your browser when you visit a website. Similar technologies — local storage, session storage, pixels, software development kits and device fingerprinting — perform comparable functions. In this policy all of them are called "cookies".
2.2. A session cookie is deleted when the browser is closed. A persistent cookie remains until it expires or is deleted. A first-party cookie is set by the website you are visiting; a third-party cookie is set by another domain.
3.1. Storing information on your device, or gaining access to information already stored on it, requires your prior consent, except where the storage or access is strictly necessary to provide a service that you have expressly requested. This follows from Article 5(3) of Directive 2002/58/EC (the ePrivacy Directive) as applied in Estonia.
3.2. Where a cookie enables personal data to be processed, that processing is additionally governed by the General Data Protection Regulation. Consent given for a cookie must therefore meet the standard in Article 4(11) and Article 7 of that Regulation: it must be freely given, specific, informed and unambiguous, and given by a clear affirmative act.
3.3. It follows that:
(a) we do not set non-essential cookies before you have consented;
(b) we do not treat continued browsing, scrolling or a pre-ticked box as consent;
(c) refusing consent is as easy as giving it, and the banner offers rejection at the same level as acceptance;
(d) consent may be withdrawn at any time, and withdrawal is as easy as giving consent;
(e) we record what was consented to, when, and on the basis of which version of this policy.
3.4. Strictly necessary cookies are set without consent. Whether a cookie is strictly necessary is determined by its purpose, not by its technical characteristics: a cookie is strictly necessary only if the service you requested cannot be provided without it. Analytics cookies are not strictly necessary.
3.5. The supervisory authority for these matters in Estonia is the Estonian Data Protection Inspectorate (Andmekaitse Inspektsioon).
| Category | What it does | Consent required | Consequence of refusal |
|---|---|---|---|
| Strictly necessary | Session management, load balancing, security, fraud prevention, recording your cookie preferences, access to the dashboard | No | These cannot be refused; without them the website and the dashboard do not work |
| Functional | Remembering language, region and interface preferences; enabling embedded chat | Yes | Preferences are not retained between visits; embedded features may not load |
| Analytics | Measuring visits, pages viewed, referral sources and interaction, in order to improve the website | Yes | No effect on the functioning of the website |
| Marketing and advertising | Measuring the effectiveness of campaigns; building audiences; displaying advertising on other websites | Yes | No effect on the functioning of the website; advertising you see elsewhere is less relevant |
4.1. The specific cookies in each category, their provider, their purpose and their duration are listed in the Annex, which forms part of this policy.
5.1. When you first visit the website you are presented with a banner allowing you to accept all cookies, to reject all non-essential cookies, or to choose by category.
5.2. You may change or withdraw your choice at any time through the link "Cookie settings". Withdrawal takes effect for the future and does not affect the lawfulness of processing carried out before withdrawal.
5.3. You may in addition block or delete cookies through your browser settings. Blocking strictly necessary cookies will prevent parts of the website and the dashboard from working. Browser settings apply to the device and browser on which they are made.
5.4. Withdrawing consent through the banner stops further collection but does not by itself delete data already collected by a third-party provider. Requests concerning such data are addressed to that provider, or to us at the address in clause 8 so that we may pass the request on.
6.1. Where a third-party provider sets cookies through the website, that provider may transfer the data it collects outside the European Economic Area. Where that occurs we rely on the transfer mechanism identified for the provider in the Annex.
6.2. We assess each third-party tag before it is added to the website, record the assessment, and do not add a tag that fires before consent.
7.1. We update this policy whenever the inventory changes. The version and effective date are shown at the head of this document, and previous versions are available on request.
8.1. Questions about this policy are addressed to Fin&Pay Partners OÜ at office@billblend.com, or by post to Juhkentali tn 8, Kesklinna linnaosa, Tallinn, Harju maakond, 10132, Estonia.
8.2. You have the right to lodge a complaint with the Estonian Data Protection Inspectorate, Tatari 39, 10134 Tallinn, Estonia; www.aki.ee; info@aki.ee, or with the supervisory authority of your habitual residence.
